Dr. M.D. Chavda, highly qualified and with rich experience, has been the Principal of L.D. Arts College since 2005. Dr. Chavda was a brilliant student during his formative years and won gold medals in both undergraduate and postgraduate programs. At the M. Phil too, his academic brilliance continued, as he scored a First Class first! Dr. Chavda then went on to earn his doctorate from Saurashtra University in 2003.
Under his able guidance, L.D. Arts College has marched forward in academic excellence, sports achievements, co-curricular events, NSS, NCC, and other humanitarian work.
Widely experienced, Dr. Chavda served as an associate professor for 18 years in various colleges across the state of Gujarat. He has a rich bank of experience as a Principal for 15 years!
Dr. Chavda was appointed as the Vice-Chancellor of Maharaja Krishnakumarsinhji Bhavnagar University from 2019 to 2022. An acclaimed scholar, Dr. Chavda has numerous awards and research publications under his name.

Performance, Achievements, and Reforms During the tenure as Vice-Chancellor (2019-2022) at Maharaja Krishnakumarsinhji Bhavnagar University:
- The university’s academic and administrative performance improved drastically, resulting in 4 out of 5 stars in the GSIRF rankings for 2020–21, compared to the previous year’s ranking of 2 stars out of 5.
- Reorganization of the credit system, admissions, and examination structure in almost all courses offered.
- Prepared an Annual Academic, Examination, and Co-curricular calendar for all activities, and its 100% implementation is ensured.
- Total transparency and ease through 100% online admissions in all courses.
- Necessary changes were made in the syllabus of all courses as per the UGC structure, NEP-2020, and its implementation from 2021–22.
- Cost-effective ‘online affiliation process’ for new institutes
- Online availability of the Ph.D. registration process, thesis submission, PEC, migration certificate, provisional eligibility certificate and transcript process, provisional mark sheet download facility, etc
- Online availability of all the forms (Re-assessment, Degree, Exam Fee refund, Hallticket, Rank Certificate, Transcript, etc.) on the university website.
- The results of all the examinations are provided and displayed on the university website in record time.
- Almost a 95% reduction in the number of copy cases registered within a year as over 700+ online exams are conducted annually with utmost transparency via online availability of question papers to centres, a four-layer squad system, CCTV cameras, etc.
- Display of reassessment results on the university website, and students are also informed via SMS.
- An answer book viewing facility has been started so that students can check their evaluated copies.
- Display of the top rankers’ list on the university website so that companies offering services to students can access this data.
- For the first time, all the toppers were awarded gold medals in all the faculties and all the courses. The total medal tally increased from 56 to 80. As a Vice-Chancellor, he personally initiated and sponsored one medal in the arts faculty.
- Started ‘Skill-based short-term courses’ as per the requirements of the local market and their recent needs
- Campus interviews were arranged through an industrial linkage cell and a placement cell. Thousands of students were placed for three years for their final placement.
- The workshop was arranged under SSIP to make students aware of innovation and patents.
- Budgetary allocation was made to promote research work at the college and university levels. Dissertation and field study were included in the curriculum.
- The university successfully registered three patents in the field of science.
- A research facilitation centre has been started at the university to promote a research environment among students and faculty members of the university and colleges.

- The ‘Mime team’ won the championship, and the ‘folk dance’ team stood at 2nd place in the west zone and the India inter-university competition. Both teams were selected for the South Asian Games.
- ‘Table tennis (male) team’ was selected in ‘Khelo-India’ and became champion in the west zone and performed very well in all India inter-university competitions.
- Basketball (male-female), handball (male-female), Volleyball (female), Kabbadi (male), and Kho-Kho (male-female) teams performed well in the west zone interuniversity competition.
- Around 25 crores of infrastructure works are underway for various sports facilities. The football ground was recently inaugurated by the minister of education on November 19, 2021. The Gujarat team qualified after 35 years on this ground for the Santosh Trophy (a national-level competition).
- The rifle shooting range will be inaugurated in the near future, costing around Rs 7 crore. Cricket Ground and multipurpose sports complex infrastructure work will start within a short span of time.
- 44 teams were sent to various inter-college, west zone, and all-India interuniversity competitions. In Addition to this Himalaya trekking, Desert Jesalmer trekking, Rann of Kutchh trekking, and basic and advanced Mount Abu trekking were also arranged.
- Renovation, maintenance, and new construction work—all three together costing around 12,30,36,958—were completed.
- A RUSA grant of Rs 20 crore is allocated to the university for the first time. The said grant is being utilized for the Atal Auditorium’s infrastructure development and fire safety, student facility enhancement, campus beautification, water harvesting, digital boardroom, digitalization of library, e-books, journals, etc.
- For increasing financial resources, affiliation fees of self-financed institutes rose, which resulted in an add-on revenue of 11.83 crores for the university.
- A total of 52 vacancies in Class III, which have been vacant for a long time, were filled up with full transparency as per rules and regulations.
- The Chief Minister Apprentice Scheme 2018 was implemented by the university, which has reduced administrative as well as economic burdens at the university.
- Because of the appropriate measures taken regarding theory and practical examination costs in all faculties, approximately 6.54 crores of rupees could be saved.
- The attendance of all employees is recorded through biometric machines instead of earlier manual methods.
- Online facilities were introduced for leave applications, and leave was sanctioned for all employees.
- During the COVID-19 pandemic period, various activities were carried out under the “Happy to Help Mission”:
- A proposal was put before the government to set up an oxygen plant on the university campus in Bhavnagar and Botad.
- A budgetary allocation of 10 lakhs of rupees was made to provide relief in the medical bill to needy Corona patients up to a maximum of Rs. 500.
- Currently enrolled students of the university who lost one or both parents in the pandemic were relieved of all kinds of fees (including college and university fees) throughout their academic careers.
- A budgetary allocation of 10 lakhs of rupees was made to provide help to the family members of the students who died because of the pandemic, up to a maximum of Rs. 50,000/-.
- A tele-counselling facility was made to help the coronavirus patients and their family members.
- A budgetary allocation of 10 lakhs of rupees was made to provide help to the family members of the permanent teaching and academic employees who died because of the pandemic for up to a maximum of Rs. 50,000/-.
- Food and ration kits were provided to the class IV employees of the university.
- Arrangements were made to make a note from the lowest level of administration to the highest level with mention of an act, ordinance, or statute.
